Give me the Job...by Semtex.

First of all, I would like to thank my colleagues for their confidence in me. If only I could have the chance !


Night Time Compliance Team ?
They sound like something from the new Harry Potter film !
I think TFL COMPLIANCE TEAM sounds much more professional, and indicates that this is a round the clock remit.


John Mason apparently quotes :

Very Successful John ?
John, come on mate, stop telling fibs ! Very successful in what way ? Enlighten me, please.


I salute Helen Chapman for at least attempting to have a go, and surely this action must be going in the right direction.
However, there is an awful lot of work to do, and I am not sure if this night time unit actually know what they are doing.


Helen apparently states that these teams are out there every night. In that case, and if they are an effective enforcement compliance team.....what is their success paperwork looking like ?


How many touts have appeared in a Magistrates Court sine May 2011, and what are the punishment statistics looking like ?


Helen apparently says :

They do an excellent job and are out there every night to check that licensees, particularly operators within venues, are playing by the rules, working with other agencies to tackle touting and ensuring that drivers and vehicles are safe to carry passengers".


Helen, I have much respect for you. I find you charming, genuine, caring and responsible......BUT.....if you think your team are out there doing an "an excellent job", then your views of compliance competency are disgracefully short of professional standards.


Helen, they are NOT doing an excellent job at all Madam.
Doing a job...yes, getting a salary...yes, briefed to carry out the role....yes, But doing an excellent job is a ridiculous statement to make from someone as senior as yourself, to a trade that has to confront your teams incompetency night after night. We see it and have to deal with it every single night.


Whatever your officers do, wherever they are and whenever they are active, please trust me Helen, that this team are punching way below their required weight.


I will lay down another challenge;
Give me two hand picked Police Officers with full powers of arrest, no car, no van, no radios, and no wages and two weeks............. and those two officers and myself will arrest and scare off more touts in two weeks, than your whole team has done since May 2011.
Give me a shot Helen. This will be your chance to show TFL, The London Cab Trade and private hire, what a muppet and big mouth I am.


How can three officers possibly make more progress in a fortnight, than your whole team have made in nearly ten months ?
It's inconcievable. It's ludicrous. It's impossible. Isn't it ?


The reasons for my cocky, arrogant so sure attitude is quite simple.
Your compliance team are useless.


In any other professional enforcement covert unit, they would be disbanded and sacked. They are in the wrong locations, observing the wrong targets, chasing the wrong subjects, and issuing the wrong threats. Where are they trained for God sake, St Dunstans ?


Enforcement teams 

  • They HAVE to have teeth Helen.
  • They HAVE to scare people.
  • They HAVE to be seen to be hard.
  • They HAVE to make examples.
  • They HAVE to make substantial headway and hit the desired arrest targets.



If the touts are not scared of you Helen, you are simply wasting time, financial resources and reputation.
Give me a crack at it. Two officers and me against London.


Just make sure you have a suitable venue to hold the arrested, a yard big enough for their vehicles, and a decent Magistrates Bench who dont mind dealing with thousands of offenders pouring through the judicial system.
The revenue from the incoming scrap sales, fines paid before they are released, and the network of illegal immigrants, terrorists, and undesirables caught as a direct result of my compliance, will more than pay the way for a PROPER dedicated team to continue into the future.


Wether you take me up on my offer or not Helen, you simply have to do more than you are doing. Illegal activities in London by mini cab touts is at a level that I have never witnessed before.


Despite your claims and optimism, there is absolutely no compliance, no respect and no stopping them. Your team talk good statistics, but it's no joke out there at night. A total free for all.


This is your time to shine Helen Chapman.
I can tell you from my experience in this field that reputations are made or broken in this specialist area.
If you continue having faith and throwing resources into your current squad as you seem intent on, you will top up as your predecessor has.
You are young, articulate and intelligent. Get a proper enforcement team out there Helen, the current officers are woefully incapable. It is of course a difficult remit, but not an impossible one.


Touts are like terrorists and respond only to fear. When they are scared, they will go.


They ain't going anywhere at the moment Helen, have a look yourself.
Time to start the scary stuff I reckon. Before it's too late for all of us. Me and you included.

    My 10 year old nephew should manage that !

    That would be regarded as a job for the guys on sick duties where I have been trained !

    I wouldn't care a monkeys if they were carrying machine guns. If they shouldn't be there and you want them out......look no further !

    CV and References to substatiate my claims. You will be impressively suprised, guaranteed !

I actually have a lot of respect for Semtex,And believe he has the credentials to do the job.But until he reveals himself,and can give a checkable CV,People including TFL will not back him,This is the only trade in the world where people put others down without knowing the facts.If he got the job you can just hear them in the Green Huts now,He is a TFL plant,If he got and done the job the same people would be saying I said all along he is the man for the job.Its how we are unfortunately.

  5. I actually agree with Anonymus 05:33, and it frustrates the hell out of me.

    Without sounding melo-dramatic, I am unable to reveal my identification on the internet, or even within our trade.
    TFL know my who I am, naturally, as they licensed me.

    However, due to a past career that would leave me exposed, I am unable to come clean to satisfy people's preferences.
    I am more than capable of carrying out the remit of this tout clearing brief, but have to do it under my stage name unfortunately, as far as our trade members are concerned.

    Obviously, I would not expect my employers to accept this unusual request, but within our trade and on the open forums, I need to remain as I am.

    My close mates know me different than Semtex, and I am sure they would vouch for my ability to prove that I could effectively clear London's streets of illegal touts, without resorting to breaking any of the laws of our land, and within the full structual legal remit.

    Enforcement and Compliance, especially within the highy specialised covert field, is something that I have been trained in by the best mentors in the world. I enjoy it, feel comfortable within it,excelled at it, and teach it within my canine detection dog work.

    Unfortunately though, I am unable to step into the arena as large as life, as much as I would like to do so, and as much as I realise that it would make me appear more credible.
    Anyone who has played any professional part in this field will understand my obligations and my concerns.

    I can do the job for TFL if they want me to do it, and will supply all of my professional references and CV.

    Give me the appointment, and I will exonerate illegal touting in London by 99% in 6 months, or I will gladly forfeit my entire salary.

    Or to try me out for two weeks, I will carry out the offer I have already made.

    Sorry about the dramatic James Bond cobblers, but it honestly is a matter of obligations and safety, and ethics that I am bound by for the rest of my life.

    I know it appears that maybe I am some crazy, Walter Mitty character, and understand people's frustration at listening to my speil.

    But all I ask is that you take a chance with me after security clearance, and leave me to do the rest.

    Surely, it can't get any worse.......can it ?

    1. Am I missing something here. Is such a job in existence and looking for applicants? Or is this a demand that a position is created for a certain individual?

      It would not be sufficient to say that a few taxi mates know semtex as such a position would be acting on behalf of thousands of taxi drivers. How can they be expected to accept a clandestine figure using an internet name.

      It seems nonsense to me that semtex's past rules out him using his name. Surely if he does not want to use his name as his past is known about it seems to me that any past adversaries would already know his name. If on the other hand he operated covertly then the people he was up against wouldn’t know his name real name from Adam.

      If semtex feels he has to remain anonymous then he has to rule himself out of this position, if it exists.

  6. Whilst I have the highest respect for Semtex and agree entirely with his proposals, regretably it will not get any further due to one thing - political correctness.

    Just look at the terrible mess the Metropolitan Police Service has got itself into due to political correctness and the Ali Dazaei affair.

    Absolutely disgracefull all because the powers that be have no bottle

    Hopefully John Mason will prove me wrong and arrange for two police officers to be seconded directly to LTPH and let Semtex get on with the job - with one or two restrictions!!!

  7. Semtex, all you will find yourself doing if you get the chance is moving touts on. As soon as you disappear, they will go straight back. To get licences revoked will need careful planing and hrs of survalance with footage enough for a judge to think they are acting illegally and as we know from tfl's recent case, it may not work. You will have to put all your energy into one venue at a time to get the best results, it could take you months to get one result. I'm not trying to sound negative, I'm just telling you how it works.

These new officers are not yet in situ and have to be recruited.When?.I believe this is another smokescreen from Mason and co.The lovely Helen may make all the right noises but remember she is a career civil servant and will not do anything that would rock the boat.For semtex to be given what he has asked for would be a dream come true for the London taxi Trade.Sadly,it is just a dream.

  10. Semtex, I am baffled by your secrecy comments, but is there any chance you could stand for mayor? Obviously you would have every cabbie in London urging passengers to vote for you, not to mention an advert on every cab back window. Even if you didn't win, you would get a certain amount of access to the media.

    Unfortunately, I am not Mayor material. I am a prehistoric dinosaur who doesn't believe in either the modern lilly livered politically correct yes men, or indeed the preservation and care of terrorists in our once proud island.

    I would never win an election. I don't like politicians, dont have time for giving valuable welfare, schooling and hospital benefits to foreign nationals, especially if they are here illegally, and am selfishly against any form of multi-cultural playground haven for all.

    I am bitterly against the way in which our elderly citizens are left to fend after giving their service to our country, and I believe all terrorists caught plying their evil trade on our shores to be shot by firing squad.

    Furthermore, I believe that anybody from anywhere in the world who has no job, no prospect of getting one and no means of self support who is currently in the UK, to be deported irrespective of what will happen to them in the country of birth...immediately.


    Does that sound like the sort of man who would be voted in as London's Mayor ?

    Of course not. That is why I specialise in enforcement instead.

    I am way too much for today's wimp minded, everyone welcome, Human Rights led society.

    My Grandad, myself and my pals didn't risk the blood in our bodies to see this once great country broken down and shattered to pieces as it is now !

    I owe it to my mate's who never came back with me to stand up for them, and dispel the non-conforming filth that litter our capital so blatantly.

    And don't be baffled by my secret comments. They are just a little precaution, that's all.
