New Speed Limit for Westway...by Thomas the Taxi.

Those with eagle eyes will have noticed over the passed few days, a new speed limit has suddenly appeared on the Westway.


First to go were the lights. 
After a lamppost was blown down onto a vehicle in high winds, all the lighting (deemed unsafe) was removed.  When they realised how much money they could save, it was announced that the removal would be permanent and the motorist was left in the dark.
Now, after being advised that vehicles possibly use less fuel travelling at a lower speed, it has been decided by the great and the good to reduce the speed limit to 30MPH.


 This morning, London Assembly Member Jenny Jones appeared on LBC and said, "slower motorway speed would save fuel, cut the motorists costs and make us less reliant on insecure oil from the Middle East. 
Jenny just back from the green party conference, where a motion was passed not to support "High Speed Rail 2". Government are using force economics to support it she said...Something that never would be done by the London assembly then?

The Knowledge or lack of it? By PBCab.

This week I along with a colleague, visited a well known Knowledge School for a question & answer session for the RMT Taxi Branch.


The students (boys & Girls from a broad section of society) asked some interesting and searching questions about the RMT and the 'State of the Trade' in general.
They, just like the working driver today have grave concerns about "Satellite Offices" and the illegal ranks outside every club & bar from Romford to Kingston and the impossibilty of this activity ever being effectively policed without an outright ban on satellite offices & CBJ.


This and many other matters were discussed in a friendly and hospitable manner. Thanks guys!


In addition, it seems from reports to us that TfL are administering the KoL in what only can be described as complete incompetence and dare we say indifference:


The reference number for applying is on the envelope (yes the bit everyone throws away) and not on the form causing confusion. TfL staff are refusing to discuss the application without the application number in some kind of Ealing Comedy scenario.
It is now taking an average of 44 months for the Green Badge, due to ever longer appointment system.
Even when at the end, after the suburbs, drive and rec. it still takes weeks to actually get your hands on the coveted Badge


It is rumoured that the KoL examiners are as exasperated as the students with the TfL Hierarchy on all these matters, yet their complaints are seemingly treated with the same disdain as issues from the cab trade in general.


It would seem to the informed observer, that TfL desires the world famous KoL to 'whither on the vine' and remove yet another barrier in the race to the bottom.


Yes, another battle I am afraid, but we owe it to ourselves and those hard working people on the Kol (it was us once remember) to win.

Lazy Journalism Insults the Licensed Taxi Trade....By Thomas the Taxi.

We all saw the story in the press and on-line news services, "Child sexually abused by council Taxi driver".


On closer inspection, even though it is clear this paedophile is a Licensed Private hire driver, he was referred to on more than one occasion as a "Taxi driver".


Is an unreliable CRB system putting our children's safety at risk?
In court a spokesperson for Camden council said  
“Our contractor did check that this man was cleared to work with children but unfortunately faults with the CRB system meant that his previous crimes (15 in total) were not recorded and his CRB checks confirmed that his record was clean.


Then just days later, we saw a story published by the Daily Mail, with the headline "Taxi driver slammed by judge". In the article, perverted minicab predator, Zamal Uddin, was constantly referred to as a Taxi driver and his car a Taxi, even though it was quite clear, he was an unlicensed minicab driver



This type of lazy journalism is not new. We have long been the victim of misleading articles from all the major national and local press, including radio and TV news coverage. But the worrying aspect of this bad PR towards the Taxi trade is, neither our own representative body (United Trade Group) or our licensing authority, object to this mis-representation of our trade.

These thoughts were echoed in a letter I recently received from David Clegg.
In his letter Mr Clegg stated:


Thought you might like to see this link regarding a sexual assault by a ‘TAXI’ driver as reference has been made to this subject recently on the Anderson Shelter. Don’t tell me that Camden Council still don’t know the difference between a Taxi driver and a minicab driver. And this from a Council who can tell the difference between a £50.00 note and a £10.00 note from 100 yards.

We’ll see if Mr Mason or his department would like to comment on it – or if the UTG has anything to say on the matter. The UTG didn’t want to comment on the demo called for precisely this sort of case and still remain silent

Prior to their ‘cosy’ arrangement with John Mason & Co they would have put this kind of story on their front page with several paragraphs of condemnation. So what has changed? – will they refrain from publishing this horror story to further try and save John Mason’s face or is this further evidence of a conspiracy of silence?


They add insult to injury by falsely stating the offender was a TAXI driver when it clearly wasn’t.

If we stated that many Camden Councillors were fiddling their expenses and some were sent to prison (when in reality it was MPs) I think Camden Councillors would be jumping up and down crying for blood. It will be interesting to hear or read their retraction and/or apology which we know may never come.

Dear Mr Howard

Further to my email to you dated 14 December 2010 and your subsequent reply dated 20 December 2010 (attachment 1), could you confirm to me exactly who will be making the decision on what the exemptions to the taxi age limits will be, and who will be undertaking/formulating the recommendations to that person.


Obviously, as a working “emissions conscious” Licensed London Taxi Driver, I would like to have my input into the process as would some of my LPG Licensed London Taxi Driver colleagues. I have only used a LPG fueled Licensed London Taxi since earning my badge in May 2008.


In particular, I feel we LPG Taxi Drivers and owners have been overlooked in the whole process of the Mayor's Air Quality Strategy, despite my/our input/replies during the consultation process.


I see no mention of LPG in any part of the consultation, draft, or policy, despite LPG being the only clean, current, readily available option to diesel and petrol fueled taxis. LPG fueled taxis will meet the present and future Euro emission standards required through to 2020, and on that basis I see no logical argument that LPG fueled vehicles should to be excluded by age.


Brake and tyre emissions are not a factor for consideration in this process either, simple physics would suffice my argument in this area. The brake linings and tyres are of the same fabric/materials on all vehicles new or old, so the only logical factor for consideration in the brake linings and tyre emissions argument is kerb weight of the vehicle, a heavier vehicle is likely to produce higher emissions for brake and tyre wear. 


I know my LPG fueled Fairway taxi's kerb weight is less than all currently available taxis as follows:

Fairway Driver 1670 kg
Metrocab 1900 kg
TX 1 1800 kg
TX 2 1863 kg
TX4 1815 to 1975 kg
Mercedes Vito 2160 kg


Stopping and steering is reliant on three main areas (tyres, brakes, steering joints/suspension joints) and as taxi kerb weights have steadily increased over time, the emissions from brakes and tyres would obviously increased for the newer heavier taxis, thus, there is no argument in favour of limiting the age of taxis due to it's tyre and brake wear, in this instance quite the contrary, the older the taxi the better it's brake and tyre emissions are likely to be due to their lower kerb weight.


Therefore, this whole argument for the Mayor's Air Quality Strategy comes down to one area only, emissions from the engine. 


The age of taxis at present should have no bearing in any part of the strategy, engine/exhaust emissions should be the only factor considered if the Mayor's Air Quality Strategy is to be viewed by all concerned as creditable.


Retro-fitting those taxis not meeting the Euro standards by the required dates with abatement systems, pure LPG fueled engines, or part LPG and part diesel systems could be the most cost effective and viable option to all drivers at present, this combined with insistence that all new taxis from 2015 be fitted with LPG only fueled engines should meet the Mayor's Air Quality Strategy for emissions faster than that currently in place. 


London could have one of the cleanest public service taxi fleets in the world if it were to embrace LGP, whilst meeting the required Euro standards, and would go further towards the Mayor's vision of a zero emission taxi by 2020 than a diesel fueled taxi, when technology may well have caught up with the “Mayor's Vision”.

The highlighted text confirms any petrol engine can fulfil Euro 5 emissions by fitting of the above conversion, take a look at the website and speak to the conversion company if need be.


If the Mayor's Air Quality Strategy is truly about emissions then please reconcile the following scenarios for me.

Diesel fuelled 2001 LTI TX1s, accredited with Euro 3 emissions are allowed to continue in service until 2016, whilst, LPG fuelled 1997 Fairway, with emissions as good as Euro 5 emissions has to be scrapped in 2012.

Diesel fuelled 2006 LTI TX2s, accredited with Euro 3 emissions are allowed to continue in service until 2021, whilst, LPG fuelled 1997 Fairway, with emissions as good as Euro 5 emissions has to be scrapped in 2012.

Diesel fuelled 2005 LTI TX4s, accredited with Euro 4 emissions are allowed to continue in service until 2020, whilst, LPG fuelled 1997 Fairway, with emissions as good as Euro 5 emissions has to be scrapped in 2012.

Diesel fuelled 2011 Mercedes Vito Taxis, accredited with Euro 4 emissions are allowed to continue in service until 2020, whilst, LPG fuelled 1997 Fairway, with emissions as good as Euro 5 emissions has to be scrapped in 2012.


I am sure you are aware of the recent High Court decision to over turn the imposition of an age limit on taxis in Newport: The Queen (on the application of Mr Lionel Morris) v Newport City Council

Similarly, I feel the imposition of such an age limit in London equally unlawful, on the following grounds:


• No age limit should be imposed on purpose built hackney taxis. These vehicles are built for taxi purposes and as long as these vehicles are kept in reasonable/good condition then there should be no reason for an age limit.

• Six monthly MOTs will be sufficient to ensure taxis are both emission and maintenance compliant to the current Euro standards and Ministry of Transport standards.

• The practical effects of this decision would mean that Licensed London Taxi Drivers who fell foul of the new age restrictions would go out of business if they could not afford new taxis.

• LPG Taxi Drivers have not been offered a chance to make their representation to you on this matter, there is no mention anywhere in the Mayor's Draft proposal or subsequent policy statements despite my direct replies to the draft strategy. In effect I feel my responses have been ignored.

• The exemptions to the age limits have not been defined to date, therefore we would be accepting an age limit without knowing the parameters or extent to which that decision would affect LPG Taxi Drivers.

• Many drivers are not members of trade organisations and were not represented in the consultation process, their interests being ignored by the licensing authority, and Licensed London Taxi Drivers were not balloted on whether they wish to accept the the imposed age limit. 

• Manufactures of taxis have a interest to impose age limits by way of sales of new taxis, and as manufacturers were included in the consultation process obviously they would be biased and in favour to of age limit, what better way to increase their sales. This being without any mention that manufacturers could clean up future emissions immediately by introduction of the relevant Euro standard LPG compliant engines. Manufacturer's introduction of Euro Standard LPG fuelled taxis would prevent the currently perceived necessity to impose age limits, natural wastage would determine age limits.

• If the Mayor's Air Quality Strategy is truly about emissions then LPG fuelled vehicles should be exempt from the imposed age limits, due to their extremely low exhaust emissions. 

• If one taxi with a Euro 3 emissions compliant engine is allowed to operate until 2021 then all Euro 3 taxis should also be allowed to operate until 2021. 

• Retro fitting older taxis with emissions abatement systems has not been considered, yet this option will be available for London Buses.

• Many local authorities around the country do not impose age limits on their taxi fleets, and chose to let Euro emission standards dates and MOT testing be the defining factors on whether a taxi is fit for continued use. I see no reason why this should be any different for London.

• Some ground work is already in place in regard to retro-fitting for both LPG and diesel fuelled taxis, which would bring all current taxis up to date with emission standards by way of an engine management/exhaust system. Two specialist London based companies have confirmed they are prepared to fund and formally test their own research/systems in this area, and on first view the companies believe such systems would be both attainable and financially viable, with a ball park figure ranging from £500 to £1200 for an installed system.


LPG fuelled cars are widely recognised as the cleaner option to diesel and petrol, and as such more suited to city driving. The following table obtained from

(Attachment 3) further demonstrates the emissions benefits derived from using LPG when compared to petrol and diesel fuelled engines.

I would be highly surprised if a legal challenge was not brought against the policy to remove taxis over the age of 15 years from the London fleet.


Finally, with reference to PCO notice 16/03 which states (Attachment 4) -

"those vehicles that have been converted to LPG or re-engined to Euro III standard or better prior to March 2004 will be permitted to remain in service until the vehicles concerned are at least 20 years old"

I look forward to confirmation that my correspondence is being taken into consideration when the strategy for exempt vehicles is being formulated. In particular, I look forward to confirmation that my taxi a 1997 Carbodies Fairway converted to LPG in 2002 will be exempt from the 15 year age limit until at least 2017 as per PCO notice 16/03, during which time I expect a front-end replacement injection system will be fitted to my taxi (due to eventual injector wear/failure) which, will give Euro 5 emissions norms as per the LPG Autogas Stag 300 PLUS system available above, which should even negate the need to remove it from service as a Licensed London Taxi in 2017, especially as there will be Euro 3 taxis still in service until 2021.

Mayors Air Quality Strategy - Age Limit Exemptions

Thank you for your detailed letter of 7 February 2011 addressed to Luke Howard. As Director of London Taxi and Private Hire I hold overall responsibility for the delivery of the initiatives relating to the strategy announced by the Mayor on 14 December 2011 for taxis and private hire vehicles.

I'm sorry your feel that the consultation and the final strategy did not cover the issue of exemptions, in particular, exemptions that may be provided to taxis with LPG systems. I can assure you that we are fully aware of the LPG systems fitted to a small number of taxis in the London taxi fleet and are currently in the process of finalising what exemptions, if any, may be provided.

With regard to your comments on the further retrofitting of taxis with equipment that would bring LPG and diesel fuelled vehicles "up to date with emissions standards". I have to inform you that having recently been approached by one such company who are at a very early stage of development we do not believe that such systems are capable of bringing taxis to full Euro V standard and as such we are not considering any exemptions for taxis fitted with such systems should they be brought to the market.

However, you outline some interesting points on the benefits of taxis currently converted to LPG and I am happy to confirm that such comments will be taken into consideration.

We will make a formal announcement on the exemptions as soon as possible.

Editorial Comment 


It is noted that Mr Mason completely side stepped the issue of the court case in Newport. This is the trend that has led to the trade rebelling against this administration. The truth will always prevail, it can not be ignored.

Scrap Satellite Offices, Stop the Rapes.

Stop Private Hire Ranking illegally. 
Help reduce the Rapes and sexual assaults.


Last Years figures released by the Met Police for "Rape and sexual assaults in private hire vehicles", show a scandalous increase of 54% on the previous year. In the same period, detection and conviction fell by 50% to 3 convictions.


84% of women don't report an attack immediately.
60% do not report the attack, ever. 
15% of rape victims are under 12.
44 % are under the age of 18
Victims are 26 times more likely to abuse drugs after an assault.

I urge you to watch this and think about what is happening in London at night to young passengers. Think about the young children who are picked up from school by predatory men with inadequate criminal record checks (see story of Camden PHV driver click here).

Below is the "Private Hire Golden Fare rank". It can be seen most nights, not just a couple of week ends a year, in Regent Street
Fares to Marble Arch range from £20 to full sex in the back of the vehicle with blacked out windows.

you could put a stop to this within days but you all choose to turn a blind eye.
Families are being ripped apart as young lives are destroyed by the sexual predators that you five (MEN) personally let sit outside clubs and bars, looking for their next victim.

We Want Our Ranks Back...By Thomas the Taxi.

London's Licensed Taxi ranks have been under attack for some time now and many drivers have complained to both the local council and the PCO/LTPH. Both agency's reply that they will look into this situation and that's as far as it gets.


Charing Cross Road:
One of the worst offences by private hire touts, is the rank on Caring Cross Road opposite Capital Radio. Every night the eight spaces that are clearly marked out, are occupied by illegally parked Private hire vehicles. The Taxi notice from the PCO has been vandalised and spray painted black.


Some months ago, a militant group of drivers organised themselves through twitter and formed a parallel rank by parking next to the illegally parked vehicles. This went on for a few days but the Police made it clear that the protesting Taxis were causing obstruction and would be charged if this protest persisted. But as of yet, no action has been taken against the touts by local council (Westminster), the licensing authority (TfL/LPTH), or the Police.


Private hire cars are being allowed to park in the loading bays, bus stand and on the Taxi rank in this area between Cranbourn Street and Irvin Street. Ironically "Licensed Taxis" have received PCN tickets from CCTV operators for stopping on the double red lines for more than two minutes. Its time this situation was sorted out by the LTPH enforcement and the Local authority. Complaints have also been sent to the joint ranks committee, but as of yet, no reply has been received and not a single word has appeared in the trade media.


New Appointment:
We have recently heard that Robin Gillis, Ranks and highways officer at the LTPH has been replaced by Nikki Harris, perhaps this would be a great place for her to start, to show she is the most capable person for this job, coming as she does from bus enforcement. 


Cafe' de Paris:
Another situation that urgently needs to be addressed is the bus stand outside of the Cafe' de Paris, 3-4 Coventry street. 
In order to make the "Golden Fare" rank legal it was necessary to change the traffic Management order to the Bus stand which now is restricted to Taxis only between the hours of  9:30pm till 8am. Yet every night and including weekends this bay is full of licensed private hire vehicles touting at the casino and night venue. 


Cleaner Air?  Then Give us more ranks:
With the Mayor's cleaner air policy and the constant going on about Taxi exhaust emissions, you would think TfL/LTPH would be bending over backwards to facilitate Taxi drivers needs to use their ranks. But this doesn't appear to be the situation. Taxis are being made to circumnavigate as our ranks fill with PHV's, touting outside clubs and bars.


Private hire has been given a free hand to park wherever they like every evening, which causes mass congestion and adds to air pollution. A blind eye has been turned by enforcement and the safety of young females has been compromised in order to clear the streets of potential trouble makers.


Lets hope that the appointment of Nikki Harris, who is no stranger to what is happening outside these venues, can get enforcement kick started and help sort this situation out.


Carry on Complaining:
The Anderson Shelter is to help relaunch the successful "Carry On Complaining" website. This will be set up for drivers to gain information on how to and where to complain about trade issues. We will endeavor to provide an up to date list of current email addresses with the facility of contacting MP's, MEP's, London Assembly members, and local councilors. 



Keep an eye out for this new facility. We intend to keep them very busy

Zamal Uddin: Illegal, Unlicensed, Minicab Tout and Sexual Predator.

While City of London Police are busy doing Badge and Bill checks on Licensed Taxi drivers, sexual predators like Zamal Uddin prey on young women late at night with very little chance of being captured.

An unlicensed minicab tout who had not learned English despite living in Britain for 20 years has been criticised by a judge for failing to 'integrate'.
Bangladeshi-born Zamal Uddin, 44, now faces a jail sentence and deportation for grabbing a passenger’s breasts after she got into his minicab in Hoxton, east London.
The 44-year-old, who lives among one of Britain’s biggest Bangladeshi communities in nearby Bethnal Green, was yesterday found guilty of twice sexually assaulting the 26-year-old woman.
Uddin, who required a taxpayer-funded interpreter during the hearing at Snaresbrook Crown Court, was told he would be liable for deportation after he finishes his sentence.
‘The authorities may consider your continued presence here undesirable,’ Judge Timothy King told him.
'These are serious matters and custody appears to be appropriate in this case,' said the judge.
'Also what troubles me, although it's not something that bears on sentence, [is that] he has been her for nigh on 20 years and he requires an interpreter.
'I suspect he lives within his own community and has never bothered to learn English.
'It is highly desirable that those who come to this country from abroad integrate, rather than live isolated within their own community.'  
 Prosecutor Helen Owen had told the court: 'The unlicensed minicab driver picked up a female who was intoxicated and then touched her breasts while she was in the cab.
'She got out of the car and he followed her before pushing her against the wall and grabbing her under her clothes.
'She then screamed and he ran off.'   
A day after the attack on October 23 last year, brazen Uddin was caught illegally touting for fares in nearby Dalston.
Uddin, who lived in a council flat after moving to the UK in 1992, admitted two charges of sexual assault and driving while disqualified.
He was remanded in custody pending sentence on February 23.

This is the sort of perverted animal that the authorities are turning a blind eye to late at night under the STaN agenda, in order to clear the streets of potential trouble makers.


In its reporting of this story, the Mail on-line referred to Mr Uddin as a Taxi Driver and his car as a Taxi. This is a travesty of the truth and the Daily Mail should have taken more care before posting this story. Its poor journalism like this that is adding to the problem and putting young people at risk
