TfL/TPH, Dogs With No Bite?....by Thomas the Taxi.

For many years now, the Anderson Shelter has campaigned to get better enforcement from TfL/LTPH/STC to help prevent spiralling serious sexual assaults, including rapes by licensed and unlicensed minicabs.
In the past three years, over 360 young people (male and female) have had their lives and the lives of their families shattered.


Last year, we heard the rape and sexual attack figures has risen by an unprecedented 54%.
The extremely embarrassing PR which followed, prompted three serving Met Police officers to interfere with the statements of victims in order to get the attack figures reduced. So now we can't be sure how many attacks took place last year. TfL are claiming a reduction to 121, but we believe this figure has been compromised by the actions of these three police officers and is much higher.


Safer Travel Command (STC)  have over 2000 officers, most of whom work in connection with fare evasion on the Buses and tubes. Of these 2000 officers, 58 are attached to Taxi and Private Hire enforcement, with only 6 officers plus 1 manager on regular nights.


In the face of these attacks, TfL/TPH/STC find it necessary to only employ 6 full time night enforcement officers working on a five nights a week basis. Apparently, Safer Travel Command (STC) feel there is no need for enforcement on Sunday and Monday.


Last night, Monday the 10th Oct, lines of licensed PHV's could be seen illegally plying for hire outside many of London's nightclubs and bars, a busy night as traditionally, Monday night is student night. The touts operate safe in the knowledge that Cab Enforcement officers don't work Monday nights.


In comparison, in New York, a force of 400 taxi inspectors operate on a seven day a week 24 hour basis. At present you are more likely to be raped by a Licensed Private hire driver in London, than in New York. Wonder what the Americans coming here for the Olympics would make of that statistic?


All this to one side, you would think the triumvirate of TfL/TPH/STC, would do all they can to make safer travel at night a priority, but there doesn't seem to be anyone keeping an eye on a situation which is again spiralling dangerously out of control.
TPH have let the situation get completely out of hand and are seen by Private Hire as having absolutely no authority when it comes to touting, or enforcing the licensing of operating centres (satellite offices).

Night after night the blue, hi-viz jackets of drivers from Diamond cars, can be seen openly touting outside many different venues. Their empire is expanding over the capitals night life, in-spite of John Mason's so called freeze on new satellite office licenses.


If a private hire vehicle is found waiting for a booking, in full view of the public, then the driver is guilty of illegally plying for hire. This contravention is a breach of  the London Cab and Stage Carriage Act 1907 Section 2, also the London Hackney Carriage Act 1831 Section 35, plus existing case law.
If a PH driver asks members of the public if they require a "minicab", "Car", "Cab" or "Taxi", they are guilty of touting under the Criminal Justice and Public Order act 1994 which is an arrestable offence.
If a passenger accepts the services of a tout, the vehicle's insurance becomes invalid.
That's it, that's all the law you need.


TfL regularly publish statistics of drivers arrested for touting. But its amazing how few convictions against arrests, at least two thirds of arrested touts are getting off.
There are never any statistics published for illegally plying for hire, why?
Our belief is, its simply not happening and has not happened since 2002, because either TfL/TPH/STC are unaware of this particular contravention, or they are just ignoring it and turning a blind eye.


The whole situation has turned into a disgusting state of affairs.
We have young people being raped (one new attack every three days) by predators licensed by TfL, who hide amongst these lines of illegally ranked up minicabs and the authorities turn a blind eye.


TfL/TPH and Westminster City Council are currently looking at PHV waiting areas (similar to the Whitcomb Street Private Hire Rank), where minicabs will be able to wait to be hired (for a fee with permit). These areas will utilise current loading bays situated all over the West End and City and will be no more than marshaled minicab ranks, similar to the ones (sanctioned by the LTDA) operating in the suburbs.

Its time for the ordinary rank and file drivers to rise up and shout "FOWL, Enough is Enough" and show their disapproval at what TfL/TPH have done to out trade.

  1. Will we have a grand opening night for these mini cab loading bay ranks with balloons and "cutting the ribbon" with members fom the LTDA,UNITE and the LCDC all present, who were all warned about STaN and to this day have remained silent, only one word for you lot.......COLLABORATORS!

  2. This is horrendous, and the only groups I've seen protesting about this is the RMT at Windsor house and Palestra, and the UCG at Oxfird Circus

    Why are the LTDA, LCDC and unite saying nothing about this.

  4. It is well documented that the LTDA, LCDC and Unite were well warned about the STaN agenda. They were also warned that the PH consultation was no more than a time killing exercise.

    I am appalled to read the latest doctored comments on the LCDC website calling for the trade to back them in some kind of fightback.The latest comments are insincere and have no substance behind them. This is no more than Davis and Co trying to save their own skins !

    The very reason we are in the situation we are in today is because of the appalling decisions made by the UTG to betray both the trade and their respective members at Masons negotiating table, and their collective inability to negotiate at the required level that 2.7 million a year in driver subscriptions require.

    Lets not forget who have betrayed us, regardless of the propaganda they about to print in their papers which Mason has had full control of for over a year !!

    Why not have a grand opening night? we could burn a cab in memory of a once great industry.

    Marshalled safely of course by the usual UTG suspects on TfL stand down pay.

    Read the Badge just now, too little too late from the hob nobs. No doubt Grant (yes another photo) Davis will call a demo for his own PR ends, what about being properly elected first?

    When this trade is no longer viable and we're faced with the very real prospect of working for Lewis Day or AL, i hope Grant wakes from his comatose stupor and realises how he was played by bob Oddy.

    You see Grant, bob doesn't give a fig. He's made his money, he's still earning, his mortgage is paid and he doesn't care really what happens as he knows he isn't going to be around for ever and he's had the best the trade can give him and sod the rest.

    You on the other hand have been very short sighted. Lets face it son, you're never going to be a Hollywood star. You may get the odd bit-part in a two bob soap opera but Colin Firth you ain't!

    The earning potential from working as an actor will never keep you out of driving a cab long enough to make it a part time job for you so once things have gone belly up, and trust me if you don't wake up soon and smell the coffee they will, you're fate is as guaranteed as ours son!

    You will never get to sit on the London assembly like Bob does for long. A change or two of London mayor and they will kick a cabby off the table as quickly as they swat a fly - you are, and always will be a common oink to those people - Bob has made the mistake of thinking they're his friends, trust me, they're not! They owe you nothing, they will give you nothing but don't take my word for it - go back to sleep and awaken in 2015 and see where the cherished Licensed taxi trade is then.

    I fear for out future but i know i can do something else, there are many others who cannot - i hope you're not one of them pal.

  7. As Sir Alan Sugar would have said " when you were alerted to the STaN agenda Grant, didn't alarm bells ring in your head"

    Even George, Zippy and Bungle would have known that we were being shafted, what a laughing stock of incompetent fools.

    The satellite offices came from the STaN agenda, what don't you understand Grant?

    Could some kind soul send Grant and the club the first two issues of the United Cabbies News headline 1 Death By Design, headline 2 Say Hello To STaN.

    And if you don't understand now Grant, then you never will!

  8. According to the badge, John Mason is heading up to Birmingham for some advice on how to do his job. Meanwhile Grant Davis and his bunch of Dodo's are going to sit and wait patiently on their fence for him to return.

    The big question is: Will Mason bring back the bacon, or will it be another bucket of tripe to feed the Dodo's on ?

  10. So John is going up to Birmingham for some advice ?

    What are they going to give him, a Golden Labrador ?

    The only advice he should be given is, dont go home at 5., stay till 3 am instead.
    Go up to the West End. Open your eyes. Act.

    You dont need to go to Birmingham for that advice John. By the way, St. Dunstans may be able to assist you, and they are a lot nearer than Birmingham.
