Leaked Email Proves Westminster Uses PCN's to Raise Revenue


A Westminster councillor warned in a leaked email that "money needs to be found" from parking to avoid raising council tax. It is illegal for town halls to use parking fines and charges as a "revenue raiser".

The email, from Tory Jean-Paul Floru, has been seized on by critics who have suspected councils use parking charges to bolster finances rather than ease congestion.

Mr Floru wrote: "As more cuts are apparently not in the offing, the money needs to be found elsewhere. If it is not raised through direct charges for services to users - such as parking - then the council tax for all must be raised."

So A message from the London Taxi Trade to Councillor Floru:

Contact Westminster Parking Services and tell your on street operatives, to do the job they are paid to do and start giving illegally parked Private Hire Vehicles tickets, instead of shackling hands and walking past. Millions of pounds are being lost by Wardens turning a blind eye to the practise of minicab touts waiting on restricted roads outside clubs bars and restaurants every night.

Plus reinstate the practise of giving PCN’s to PHV’s and minicab touts parking or waiting on Licensed Taxi ranks. It has been generally accepted that one of the main reasons the sexual assault and rape figures have escalated over the last 3 years is the fact that predators are finding it so easy to wait for a victim outside clubs and bars.

Councillor Floru please do the right thing and order this practise to stop. You know it makes sense.
If wardens insist on turning a blind eye, sack and replace.

    This is crooked local government admitting that they can't balance their books and do the jobs they are employed to do. So what's the answer ?

    Rob any unsuspecting motorist blind, then corruptly divert the money to plug the deficit.

    They used to call this highway robbery!
    What's the difference between the looting that has been going on and this policy by Westminster council? You make your own mind up!!

    This prick Floru is a qualified solicitor, studied law and is a member of the 'Tax Payers Alliance.' I guess he must have missed the lectures on theft, misappropriation of funds and basic business ethics.

    I would say there is a good argument that people like Jean-Paul Floru and his warped, crooked view on economics are part of the problem that is causing disunity in 'Broken Britain' today. He should be sacked, the sooner, the better!!

    This isn't the only fort being built to protect.
    The fetid activities of the collaborators and the disgraceful UTG are a sickening reminder of how our trade is represented.
