More Bad News For the Taxi Trade.

Notice 01/11
Transport for London
London Taxi and Private Hire

Important information for diesel engine taxis and
private hire vehicles first used (registered with the DVLA)
on or after 1 July 2008

In May 2010 the Vehicle Operator Services Agency (VOSA) who are responsible for all policy relating to MOT testing announced that a change will be made to smoke levels for diesel engine vehicles, with four or more road wheels, that were first used (registered with DVLA) on or after 1 July 2008.
Following this announcement TfL liaised with VOSA to understand further information relating to this announcement and it’s possible impact on taxis and private hire.
As a result of these discussions TfL can advise drivers and operators of diesel engine powered taxis and private hire vehicles that a new smoke test level will be introduced by VOSA and will become a standard part of the MoT test with effect from 1 July 2011.
Taxis and private hire vehicles first used on or after 1July 2008 will now be required to comply with revised requirements for exhaust smoke outputs.
Current maximum smoke levels for these vehicles are 3.00mˉ¹ (turbocharged) and 2.50mˉ¹ (non - turbocharged).
These have been changed to a maximum level of 1.5 metre opacity (1.5mˉ¹).
Drivers and operators of such vehicles should be advised that the new measurements will be applied to private hire vehicles as part of the existing two MoT tests per year. The new measurements will also be applied to taxis at the annual licensing inspection carried out by Transport for London via our vehicle licensing service provider, SGS.

  1. Do these new levels only apply to Taxis and Phv vehicles,if so why so.I mean does a Taxi or Phv vehicle do more miles than say a travelling salesman,I doubt it,So why are we the first to be penalised,Luckily enough they have brought the Phv trade into this one,And they have something we dont,in the way of J Griffin,a man who will fight,So it will probaly go to court. If its left to the UTG we may as well just accept it.

UTG certainly scored an own goal on age limits. They certainly never dotted the i's nor crossed the t's when they signed off on the age limit negotiations.

Like I have said before, TfL must have laughed their bollocks off when Jim Kelly, Grant Davis, Steve NacNamara and Mike Hedges walked out of the door. In their desperation to turn a deal they failed to take this emissions resolution and gross loss of vehicles into the equation.

We are being sold out and under-represented by total idiots !

  4. Jim Kelly and Peter Rose categorically refused to put STaN, the biggest story to break in two decades on the agenda of this months meeting of UNITE.

Kelly and Hedges, then went on to describe how the abysmal state of the economics of our country are to blame on the Conservative party. Their blinkered image of the country's financial situation is tantamount to their
reluctance to deal with impact STaN is having on our trade. They are inadequates dealing with a situation far beyond their capabilities!

I believe the time is right for an open debate.

I challenge UTG: ie- the LTDA, LCDC and UNITE representatives to a debate with John Kennedy over the agenda behind STaN, the Mayors cleaner air strategy and other issues. They outnumber John Kennedy 3 to 1. Do these big hitters of the trade have the bottle to step up to the plate ?

  6. The UTG today, do what,

    United Dairies don't do today,

    They don't deliver!

  7. Well Austin let's get this open debate ON.

I am sure all participants are happy tp pay the fee of an independent chair.

Of course, LTPH & the UTG knew NOTHING of the upcoming VOSA requirement when they announced the Age Limit and how our heroes went in to bat for us and saved the trade!

Another Example of LTPH's 'openess' and the UTG's complete incompetence.

Well the minutes of those air quality meetings are now in the public domain and apprently they show very little evidence of any resistance to TfL & Boris.

WHY? Come on chaps lets have that open debate, I am sure you will be able to set us straight!

  8. It looks like its astandard MOT change? TX4's the only vehicles affected (post 2008) average 1.2 readings on the smoke, so where is the problem? Its this constant unnecessary negativity that causes us to be seen as whingers.

If it’s a standard MOT change I wonder why it would not be done on one of the MOT garage checks. I thought the yearly visit to SGS was purely to check paperwork and get the plate. If SGS are to test the emissions what other checks maybe in the pipeline

  10. NO MORE RAPES21/02/2011 03:37

This child unfortunately will not be the last victim of the flawed policy of licensing private hire.

Now this child becomes the latest victim of the agenda that doesn't exist!

The media love the headline, the news papers love to cover the stories of another victim and distort the truth by ignoring the cause!

Yes,this pisses the cab trade off. But what the media are really doing is further hurting the victims and exasperating the problem by not exposing the agencies and people responsible for their total disregard for public safety.

We need to do something for this child to make sure that he doesn't become just another statistic.

Fu#k TfL, LTPH and the disgraceful media for not disclosing the truth behind WHY this child was molested. Lets stick the "NO MORE RAPE" banners up and remind Mason he is there as a licensing authority and not a political porn.

While the police are sitting on their big fat lazy arses, London is declining into a lawless cesspit of a society!

  11. Weak representation has led to people like Mr.Dhillon feeling safe from prosecution.I for one will have nothing to do with any demo called by the LTDA, Unite or the LCDC. They are collectively a disgrace and better representation and a new way forward is just around the corner.

Desperate times calls for desperate measures and the LCDC are desparate!
