Met officers repeatedly breached official rules by writing off rape allegations as “no crime”

A disturbing report has come to light, that Met officers investigating serious sexual assaults, reclassified the cases as "no crime" without seeking authorisation from superiors.

Met chiefs became alarmed at the “unhealthy” number of investigations closed down by officers from one of the force's Sapphire sex crimes units.
A confidential report by Scotland Yard, highlighted flaws in the handling of cases, including delays in giving victims early specialist assistance, inadequate record-keeping and failure to arrange medical examinations.

The report also revealed how officers wrote off cases as “no crime” without seeking superiors' authorisation and criticises the way in which the risk of domestic or honour-based violence against some victims was ignored.
Many of the investigations were also halted without “closing reports” being completed, a further breach of the Met's rules for handling such cases.

Three officers from the Met's Sapphire unit in Southwark could be charged over allegations that they faked evidence to halt a rape inquiries.
All three are also facing internal disciplinary proceedings.
These revelations come in the wake of the discloser by TfL that 134 serious sexual assaults including rapes took place in licensed and unlicensed minicabs last year, a rise of 54% on the previous year. How can we now accept the accuracy of the TfL figures. Reports from the "Havens Rape Crisis Centers" have shown much higher figures. They also state that most rapes go unreported, so the true figure could be even higher.
For years now TfL Cab Enforcement, The Met/City police and Westminster City Council have been guilty of turning a blind eye to sexual predictors who frequently rank, ILLEGALLY, outside most late night venues waiting for suitable victims. They do this to clear the streets of potential trouble makers and to save money on proper policing. In the West End, Cab Enforcement officers can be seen, acting for local councils in league with bailiffs to recover unpaid parking fines from unsuspecting motorists.
PCO Cab Enforcement/ Safer Travel Command or what ever they are calling themselves this week, along with Westminster's Councillors should be hanging their heads in shame. They have place revenue raising, before the safety of the traveling public. Every night lines of licensed Private hire vehicles can be seen parked in Bus Lanes, on Bus stands, on Bus stops and even on Licensed Taxi ranks. Wardens have personally told me they have been informed not to issues PCN's to PHV's committing these contraventions.
I spoke today, to a representative of Westminster customer services who assured me that Wardens should be issuing tickets to private cars and PHV's parked on Licensed Taxi Ranks. This is covered by contravention code 45. However when phoning Westminster Parking services and asking for wardens to attend such contraventions, we have on many occasions been told that they can not and will not enforce. When we have insisted by speaking to supervisors, we are told that they will dispatch wardens, but they very rarely arrive.
This behavior leads to the general public taking it for granted that the lines of touts and predators are acting quite legally. It is also the main reason why the instances of Rape and serious sexual assault, will keep rising.
In a bid to look as if they are acting responsibly, two officers from Cab Enforcement have been removed from their posts. But the top officer responsible for this blind eye policy is still there.

  1. We now have a PHV consultation (with Tfl Carefully selected options you will notice)followed by another set of regulations that once the PH Trade has Challenged through the courts will become the 'rules' enforced with the same 'Gusto' as the current ones.

    That's ignoring the ample primary legislation that could drive this vermin from the street tomorrow!

    Still whilst all this goes on (about 3-5 years) there will still a need for some very well paid jobs at TfL and who knows the recession may be over by them and the 'stars' at Palestra may be able to move on.

    Us, we will all be on Ian Duncan-Smith's mix of benefit and work, just like our fellow licensees in PHV do now so the operators can undercut us!

    As for how many more sexual attacks take place, forget asking the Met. they say they cannot separate cabs & touts in any figures, TfL Say they know the breakdown but cannot tell us as its info. from the Met. (the ones the Met. say they do not have!!!).

    I know one thing, they cannot both be telling the truth!

    This makes the demo. even more important.

    We have no faith in TfL to act in our interests, The UTG seem not to act at all except to publish TfL press releases and tell us how sinister everyone else is!

  3. TFL's agenda to shaft the cab trade has been exposed by Peter Rose UNITE,(the evidence part 2) in the award winning power point presentation Safer Travel at Night 2006.

    TFL clearly now the law regarding touting as they mention it on pg 25 of the presentation.

    TFL have known exactly what they intended to do to the cab trade for the last 4 years, some of our trade leaders have been taken for mugs, why can't they see that the consultation document was conceived on a bed of lies and deceit.

    TRADE LEADERS YOU'VE BEEN SHAFTED BIG TIME, AND YOU DON'T EVEN KNOW IT,untill now.

    I will be at the demo on Wednesday, but nowhere near Marylebone High Street, I do believe the Christmas lights are being switched on, avoid the area at all cost.

  4. Did you know it takes one year to get on the knowledge now ! been waiting for my map mock test 3 months they are dragging it out so they can be justified in letting scabs pick up of these scab ranks they want ,TFL cant cope with the London Knowledge exam !!!! @TC14

    If Peter (UTG) Rose has noticed it then good, he now needs to get behind ACTION to defend the trade!

  6. Just read Taxi magazine and The Badge, no mention of The Safer Travel at Night 2006 (the evidence part 2)

    Iet's look at this information we have been recieving,the UTG(LTDA, LCDC, and UNITE) have in my opinion been decived,hoodwinked and been taken for right plonkers catorgy 1 dipsticks.

    Since the disclosure of the evidence part 2, the LTDA and the LCDC have had the chance to retaliate via their trade papers but have chosen not to do so, why I ask?

    So now we await the publication of Unite's paper, will they take being shafted, lied to, and humiliated as if it never happened let's wait and see.

    If someone sat around the table and smiled, lied and deceived me make no mistake I would retaliate.
