PHV drivers Fit and Proper people?

Included in the Private Hire Trade Consultation Oct 2010 TFL press release section 3, is the requirement for all new PHV applicants to obtain an NVQ in Road Passenger Vehicle Driving.

It may also be a good idea for drivers already licensed to obtain the same qualifications.

Video 1. No driver is to make a remark of a sexual nature or have any sexual contact in a licensed vehicle.
