By the time I got to the Licensed Taxi Rank outside the ballroom exit, I found it full of Addison lee vans and had to double park to ply for hire. No wardens (Local or TfL red rout) are ever seen in this area. Being a red rout, TfL have CCTV cameras in this area but PHV's are not targeted.
Touting PHV drivers, who always say they are pre-booked, were seen walking up and down approaching guests leaving the Hotel. These exiting guests were being asked blatantly if they required a minicab, even as they were making their way to the line of licensed taxis, who now had to form a line adjacent to the illegally ranked/parked Addison Lee vans.
Westminster No Better!
The Mayor has also sanctioned a 30 man team to deal with stolen bicycles, so its obvious where his priorities lie. Its time the Mayor and his aids stopped jollying about and took the safety of the traveling public at night more seriously.
This is unacceptable:

This paragraph was taken directly from the Abstract Of Laws and is categorical proof that TfL have a duty to enforce the removal of the Touts on any Licensed Taxi rank.
Its also amazing that in the current climate of a security code red, the Met police allow these vehicles to treble park outside such a prestigious address, especially in the wake of the two car bombs, disguised as minicabs, left in the West End in 2007.
Westminster No Better!
With the most up to date, HD CCTV cameras situated in the Haymarket, Westminster still refuse to issue PCN's to the Touts that infest the 24 hour bus lane, 24 hour Bus stand and the night time Licensed taxi rank outside Tiger Tiger. TfL enforcement officers have in the past also refused to evict these touts from our rank! (because they were told by the touts it was legal for them to be there) Click here to see achieved post.
The CCTV cameras in Charing cross road are NEVER used to ticket the touts using the bus stand and license taxi rank.
The Bus Stand outside the Cafe d'Paris is also a free minicab rank at night.
More worryingly, Westminster have informed the public at large that parking restrictions in the West End will be enforced till midnight, but the touts that congregate in large numbers around Soho have been informed that they can use loading bays and single and double yellow lines as unofficial minicab ranks at night. We have been informed by a whistle-blower at City Hall that Westminster has an eye of a permit scheme to allow minicabs to use parts of the borough for marshaled Private Hire ranks in the very near future.
Using HD CCTV, WPS target Licensed Taxis, allowing them just two minutes to pick up or drop off passengers, irrespective that a fare may be payed on a clumsy credit card machine which then needs to be confirmed by GPS signal.
How many times in a shift do you have to sit there while a passenger searches every crevice of every pocket to find an illusive 20p coin to save braking into another note?
Or a groups of young girls trying to split the fare five ways and then all searching around for the exact coinage. I was once asked to change five £5 notes in to pound coins (25 pound coins) so the 5 students could give me £2 each. Just my argument that a was not a banking service took more than 2 minutes to explain!
As you will know by now, the instances of serious sexual assault and rape rose by a dramatic 54% last year. The Mayor has agreed to fund a 4 man enforcement team to operate in the West End at night to deal with the problem of unbooked minicabs. These new officers are currently in training and will not be operational till nearer Christmas.

Instead of raising this matter on your blog,and expecting the council to waste their energy every time a minicab driver is illegaly parked on taxi rank!

Reminder to taxi drivers: just use a civilised approach with addlee driver and you are a winner instead of exposing your arrogance that you own the road!

Anon is right - rather than whinge on about Addison Lee (or other mini cabs) 'stopping' on your ranks, - they might occasionally 'STOP' but I think, rarely 'PARK', on your ranks - but I will bow to your better judgement on that; sort your own house out first.

I drive a PHV (or a mini cab) if thats what you want to call me, last night, Saturday 23.10.10 I counted FIVE taxi cabs PARKED UP in the Aldwych at 10pm - peak time ??? where were the drivers - in the theatres/restaurants I suspect - do they drive up from the suburbs in the cab and get free parking, if so they are sticking two fingers up to all you other taxi drivers who want to rank up and do some WORK - and provide a service to the public their attitude is I got free parking so f**k you . . . these are the ones IN YOUR OWN house who are really taking the p**s and if they get a parking ticket from Westminster for 'PARKING ON A TAXI RANK' - which in these circumstances will be justified - as opposed to lawfully being there with a driver in the cab PLYING FOR HIRE, I expect we'll see another whinge and tirade of abuse like the bloke a few months ago who got cowboy clamped for parking in a petrol station while he 'just went next door to Boots' - yeah, ok mate 'course we believe ya . . .
Anderson Shelter this is not the first time this has been raised - have the balls to publish this this time . . it is often YOUR OWN people who are shafing your fellow taxi drivers . . . Mini cab drivers ain't all bad - but you can edit this last paragraph if you want . . . but before you send this to the trash can have a look at Crabourne Street rank any time day or night - I can tell a story from there too . . . .

Which means taxis can only ply for hire whilst parked/stopped from a rank
I am sure Im not the only taxi driver that gets angry when I cant stop on a rank and having to continue to drive round wasting diesel and causing unnecessary pollution because you want to be a wannabe taxi and the lack of enforcement
If I cant put on then maybe I should drive around and around city hall maybe with a media friend of mine to highlight my plight

This is a man who ordered his drivers to put public safety and lives at risk and break the law.
The TPH should consider him an unfit person to run a mini cab company.

ReplyDeleteNever mind that scabs occasionally stopping on Taxi ranks, its against the conditions of their fitness to hold a PH license for them to break hackney carriage law.
The Abstract of law is (or used to be) given to all license holders and is available on line.
Condition of a license is that the applicant has an understanding of the English language (even though the abstracts of law are available in 15 most popular languages).
Therefore a licensed driver be they PH or Hackney has a duty to abide by this laws.
Only Licensed Hackney carriage drivers (Black Taxis) may stop on a licensed Taxi rank.
PH drivers are not allowed to stop, let alone wait, pick up from or drop off on a licensed Taxi rank.
If you can't abide by the rules set down in the Hackney carriage acts as laid down by parliament, find another profession or suffer the consequences.
Also as for Taxis parked in the Alderwych, it is a rest rank and Licensed taxi drivers (only) have the right to park on it for rest and comfort breaks.
In future don't try to make out your a licensed Taxi driver to make comments as you don't know what your talking about. Thats why your previous posts were not been posted.

The issue of THE M4 bus lane was a challenge (many minicab operators backed J.Griffin to fight on their behalf) so he can test the authorities (he donated a lot of money to them), it was a success as far he is concerned
In Our addle monthly newsletters J G does ask his drivers to keep away from taxi ranks as they are meant for taxis ( he does recognise taxi is taxi and AL has his own clientele)
My point was rather than wasting your precious time asking whose duty to enforce the law, may be, and just may be!!! A letter might help you in tackling that issue (short cut is a better option!)
Now if you want to rely on john mason or City of Westminster , or..... (They are businesses after all, they care only about money) to solve all you problems regarding the PHV then you are stuck in 70’s and 80’s
You should get real and look at those issues from different angle
I don’t have to remind you Money talks! Everyone in the PCO would grease the wheel for addle to become your competitor plus there was hidden agenda (started by ken Livingstone, he wanted to half your earnings, and every Londoner shouldn’t stand for more than a minute to find a taxi anywhere in London, because it wasn’t practical he started the licensing of minicabs with the blessing of your top so called unions –ie LTDA ....)
Since then addle seize the opportunity to lead and they mastered it by correcting the taxi service as your reputation was quite bad then not to mention bit pricy ( 80% of addle customers are loyal to AL, because they been let down many times by your so called taxi drivers who believe your trade owe them a living! )
Just a quick reminder, as I’m certain you are very smart person, the Londoners and the public are pushing addle to buy more cars to keep up with demands ( fact: in a period of 3 years addlee nearly tripled his fleet from 1200 to nearly 3200, their target by 2012 5000 MPV, mark my word sooner or later JG will be nominated for an OBE! (Personally I believe he has a great team behind him who guide and orient him to success)
You must learn to accept that addlee are gaining more grounds against taxis

To anon 2,I will keep this simple so you understand,outside Sainsburys in Tottenham Court Rd,there is a marked bay saying AMBULANCES,now this bay often has empty AMBULANCES,on it,simply because they are allowed to be there,Just like bays marked TAXIS,are there for TAXIS,not minicabs,its as simple as that,
ReplyDeleteThe real problem resulting from allowing mini cabs to use bus lanes is that they are, for the most part, normal cars. They are only identified by the licence plate (which is sometimes detachable anyway). Once they start to use a bus lane other drivers will soon decide that they have a good chance of not getting collared of they do the same...
