On 1 August 2008, the Mayor introduced a ‘one strike and you’re out’ policy for licensed private hire drivers convicted of touting. As a result 320 PHV drivers have had their licences revoked in the past two years.
In February 2010 Transport for London extended the policy to include Adult Cautions as well as convictions which has resulted in a further 61 revocations.
Despite this policy it is clear that some licensed drivers continue to break the law. TfL takes a serious view of touting and will not tolerate such illegal behaviour. Therefore, for the avoidance of any doubt, all PHV drivers are reminded that any licensed driver convicted of, or cautioned for touting will have his or her PHV driver’s licence revoked.
An application to be re-licensed will not be considered until at least 12 months after the date of revocation, subject to the driver having had no previous similar convictions or cautions.
This policy does not affect a licensee’s statutory rights of appeal against the decision of the Licensing Authority.

When will LTPH/TFL,realise they can issue as many notes as they like,because they are not worth the paper they are written on,Every night of the week,drive by any bar,rest,club,you can see the law being broken,But nothing happens,So therefore,if you weight it up your chances of being caught is so small,no bookmaker would give you odds,I was always lead to believe the police were there not to decide the law but to uphold it,A bit exagerated,but if there was a murder,would the police drive by,saying thats down to the murder squad,we dont have the resources,No,but they ignore touting,why?They are there to uphold the law,So blatent touting should be acted on by every police officer not just the tocu,

ReplyDeleteTfL's 'tough' stance is NOT working, could woeful lack of enforcement (320 caught in two years despite thousands 'at it') have anything to do with it?
Even if caught will the guilty just go to 'full on' touting without the 'alibi' that joke PHV ('I was booked guvnor, just ask the CBJ?)Regulations give them? Seems usual.
Still no action against rogue operating licencees who 'aid and abet' the commission of these offences.
I name the following as GUILTY AS CHARGED:
1. TfL for failure to enforce the law and continually telling half truths to the Taxi Trade about how they are dealing with touting.
2. The Mayor for failing to ensure TfL does it's duty. Accomplices Kulveer Ranger and Peter Hendy)
3. The Met. Police TOCU for doing as little as they can get away with in acting on this problem.
How many DO you have on Touting Duties?
4. The UTG (our own!!!) for failing to protect the livelihooods of their memberships.
(who do they speak for? where are the minutes of the meetings?)
4. The Taxi Trade 'Repesentative' on the TfL Board for saying nothing at all (except thank you PCO for your help in the TX4 Fires Fiasco)!
5. Those Cab Drivers who think its down to others to save the trade.

ReplyDeleteSo in the last 2 years (730 days) TfL has revoked 320 PHV licences, with a dedicated team of 68 Officers.
This equates to an average of 0.43 touts nicked per day or 2.35 nicks, per officer, per YEAR.
Will someone please remind me what I pay my licence fee for? and more to the point, what the Feckin' Hull John Mason and his team of Keystone Kops get paid for
Basically one a week!!!! Who are these people?
