Insult to Injury...By Thomas the Taxi.

After the infamous press release confirming exactly what I've been banging on about for many years, that there is a frightening increase in the number of serious sexual assaults (54% last year 2009) that are occurring in licensed and unlicensed PHV's, you would have thought that Chief Superintendent Joe Royle and his Cab enforcement officers, would be taking to the streets to put an end to the massive lines of endless, illegally parked, illegally ranking and illegally touting mini cabs.

But you would be completely wrong.

Over the last few nights Cab Enforcement have mounted the same attack on ordinary working Taxi drivers in the same predictable road stops for badge and bill. In an even more surprising move, the City of London Constabulary are now mounting Badge and Bill stops on entry into the city.
They, however are taking no prisoners. If for some reason you are not in possession of both badge and bill, you will be nicked. The fine is a staggering £280.00.
If however you are an illegal scab unlawfully ranking outside Abacus and are unfortunate to get nicked, don't worry the fine is only £100. And if the nasty Mr Mason takes away your license, don't worry, just carry on working. Chances are you will never get bothered again...

On Friday night, it was reported on the social network site Twitter, that Compliance officers were seen in Shaftesbury Avenue, talking to the touts in the loading bays that Martin Low conveniently placed for them to use as ranks. No one was seen to be arrested and the scabs were left to carry on touting.

Just around the corner in the 24 hour bus lane, on the bus stand outside Tiger Tiger (which also is part of a Licensed Taxi rank for 9 taxis) minicab touts were touting openly. The fact that there are two marshals assigned to this rank at weekends makes no difference, the scabs just rank outside the club and tout unhindered.

Its not the marshals fault, they have been ordered by none other than John Mason (Head of PCO/TPH) to stand at the very point of the rank. They have been told they must not, under any circumstance, get involved with the touts. This leads to much abuse from passing Taxi drivers, who don't understand that their hands are tied. (utter waste of our license fee by TfL)

I have spoken to the lads who work there and they say they constantly phone, (on their own mobiles) Westminster parking services but are ignored. WPS say they have no power to ticket touts parked on Licensed Taxi ranks. This is of course a lie, as in their own hand book the contravention is a code 45.

I have sat at this location for many hours and observed these touts at work. Any passenger who is deemed to be too drunk is walked up the Haymarket by security staff and left to hail a black cab or left at the mercy of a potential rapist. One night I witnessed a young girl who obviously had been sold too much alcohol in this club. She fell against the steel barriers and was knocked out cold. An ambulance should have been called by the door staff and the incident should have been reported. But they just manhandled her into a scab van which drove her away from the club. A second similar incident occurred shortly after.

Moving up the road to Regent Street, traffic was at a complete standstill as touting minicabs jostled for prime positions on the junction of Swallow Street. The touts have also taken to parking in the middle of the road on the Licensed Taxi Rank. The parking wardens just walk by, sometimes chatting and waving at their new found friends, but they never ticket or move the touts on.

So, after many years of complaining to the relevant authorities about Tiger Tiger, On Anon, Swallow Street and Heddon Street, plus with the added news of the 54% rise in mini cab related sex attacks, you would think that someone somewhere would care enough to do something.

But you would be wrong.

No one cares, the figures are massaged and manipulated and the ground work is non existent.

The only trade being enforced is us, the Licensed Taxi trade.

The Police are treating these crimes as if its beneath them to enforce. They have a duty of care to protect the public and they are failing in their duty.

But the biggest culprits are;

Peter Hendy, John Mason, Joe Royal, Martin Low and Mayor Boris Johnson.
The muggings, robberies and serious sexual assaults including full rape, which are happening night after night by licensed and unlicensed PHV drivers, are happening under your watch.
And you are not taking a blind bit of notice.

The crime of Illegal touting is being left unenforced in a bid to clear the streets of potential drunken trouble makers. This is of course at the expense of the hardworking Licensed Taxi Driver, again voted the best Taxi service and drivers in the world.

  2. It will be interesting to read the minutes of the next few TFL board meetings ?

Time to split TPH in two and time for the Met and City Police services to enforce the law...

  3. Yes, now the very obvious conspiracy has now been exposed and the dots join up to a multi agency conspiracy at the expense of the general public’s safety, and the demise of London’s top rated Taxi service. This story exposes the agenda that TfL has always insisted doesn’t exist. Satellite offices are tailor made to underpin the failure of the police in London controlling the out of control public order issue and the 24 hour sale of alcohol, plus the crime associated with the binge drinking culture. Satellite offices are also tailor made for sexual predators and criminals. So is a blind eye being turned at the expense of people being sexually assaulted to keep crime statistics down, absolutely 100%. This story is definitely worth a spot on Panorama, or even national press!

  4. The BBC and other media outlets were contacted by members of the LTDF following ther lazy coverage of these outrageous figures.

Many press sources were affiliating the 54% increase to London 'Taxi's', upon receiving numerous complaints the BBC changed the wording from London Taxis to London 'Cabs'

Upon further complaint of the mis-use of the word 'Cab' the BBC refused to change the report because the figures included ' Black Cabs '

So, now we have the situation where there could be 1 incident involving a Licensed Taxi driver and Hunderds of incidents involvng PH, but we are being lumped together with PH and the figures could be used against us by the press

This is a disgrace and adds more weight to the arguement that TPH must be split in two.

  5. With Livingstone being the labour candidate for MAYOR,And as has already said he will allow minicabs roof signs, and buslanes our days are numbered, unless we act NOW,Maybe a few demos at thr right times and places, asking to go back to being under the Police control, might rock the boat,I mean who in thier right minds would beg to be answerable to the POLICE,it should get the media intrest, and we can then tell them exactly why.and with the video proof,in your archives,it may well and truly give TFL mud on thier faces

  6. Dozy Dicky (The Rank Outsider)!27/09/2010 15:04

Can we just take a reality check here.

You and I live in the real world, TfL lives in a parrallel universe where the following rules apply:

    1. If Hendy says 'touting is being dealt with very well' then thats the fact. Any statistics that prove otherwise are not relevant. whatever Peter Hendy says is the truth GET IT.

    2. If Hendy is happy so am I, he pays me.

    3. If it was not for the pesky bus travellers, tube passengers, taxi drivers and the unions we could get on with running TfL, we could attend internal meetings about reorganisations, focus groups, targets and other wheezes to give the illusion of action.

    4. Our daily task is just to impress my line manager and him/her theirs, THERE IS NO OTHER FUNCTION.

    5. For anyone who thinks that we are here to serve the public, ensure safer travel or enforce the law or any other non PC claptrap they are deluded. Rule 4 applies at all times.

    REMEMBER:

Taking 800 jobs off the underground will not affect safety.

The Bendy Bus Fire in Victoria was Arson, because there was no one on the bus proves nothing.
They ain't coming off the road, what do you think the big bus companies are, mug cab drivers with TX4's?

The Tout Problem and Sexual Attacks are NOT a problem, the official statistics are to be ignored.

WE ARE DOING A GOOD JOB! Peter says so!!!!

  7. This trade is in a fight for its existence ,if Livingstone returns he will take revenge on the trade for supporting Boris. Our greatest enemy is the apathy of the average driver,if nothing is done we will all be joining the minicabs in the "harmonised"one standard service where cab driving as we know it will be finished.

  8. Where do you get the figure from (£280) for not having badge and bill with you -this is nonsense and cannot be proved!

  9. true Anon no 3
OK. got my figure from a post on another blog and from a number of posters on twitter. Until I personally get nicked, which is unlikely as I am always in possession of both badge and bill, I cant guarantee the fine is 100% correct.
The city of London police are not issuing PCO nicks for this offence but as this is a contravention of the hackney carriage act and therefore a criminal, reportable offence, they will be taking drivers to court. Similar to the Tower bridge Speeding offence.
    (average fine £280)
