Westminster in Parking ticket scandal again!.....By Thomas the Taxi

Only last week, the Anderson Shelter published an article based on a report from the Mail on-line that Westminster Parking Services CEO's, were giving out illegal fines just to hit targets.
At last Wednesdays Audit & Performance Committee meeting Councillor David Boothroyd asked about the article.
The Councils Performance Improvements Manager, Una McCarthy said with a straight face “Westminster Council do not issue ticket targets”. Mrs McCarthy went on to explain that yes the Council expect to issue more parking tickets through the new contract with NSL Services, but this would be achieved through enforcing a higher than 95% compliance across the borough. Which in layman’s speak means the council were going to fine more motorists parking in contravention of the rules and issue legal and fair tickets.
Now as we know Westminster already persecute the Licensed taxi Trade to its full extent with tickets being issued for just picking up and dropping of passengers (we have been given a time limit of 2 minutes for this manoeuvre). We have seen in the past the way the metal mickey smart car CCTV takes the mickey by concentrating on Licensed Taxis while letting private hire vehicles, doing the same illegal turn, go scot free. (Probably because they know Taxi drivers will pay and mini cab drivers have a habit of disappearing)

So where are these new targets going to be found by the council CEO's.?
Is the Council finally going to start playing by the rules and actually start giving tickets to illegally parked minicab?

Don't hold your breath, I would wager that WE are going to find shortly, under an almighty assault from Westminster City Council.


But have faith in the system:
You must appeal every ticket. Don't think that just because you have been given a PCN that you should pay. 75% of tickets appeal win!
Look on the web Councils have to obey the law the same way as the motorist and if your fine is wrong then challenge it.

That has been a meeting at NSL’s Vauxhall Bridge Road Branch , with all the managers and supervisors in attendence. The assembled employees were addressed by Bob Poston who said, “I know you all do dodgy tickets. I used to do it myself when I was on the street.” So there you have it. An ex-Parking Attendant admitting he was a crook, admitting he used to rob the public; now in a high position of trust and admitting the Council knew about it all the time. He said all this in front of many witnesses.

  1. Challenge EVERYTHING people. Contest every ticket.
    Spread the word to all motoring groups and anyone going near Wastemonster.

    With this level of dishonesty, how can one trust ANY ticket issued by this corrupt council and their target-driven contractors?

    If they are so lazy in their revenue-generation schemes, we need to make them work for their pound of flesh by proving that the ticket was issued legitimately.

If you think you have been wrongly ticketed,or dropping off,appeal by phone straight away,saying you have evidence,the ticket was wrongly issued,they will tell you to wait for the pcn,appeal again,this time they will ask you for the evidence,DO NOT send any,they will then say you can go to the adjudicator,refuse stating you see the adjucator biased as they are paid by the councils,and if your being fined,you want it to be by a court of law,They will then say the court is in NORTHAMPTON,now they are hoping,you will think its not worth the hassle,and losing a days money for,But stick firm stating,you have the evidence,so fine,send me a date,adding you will want the tickets issued before and after yours,plus the enforcement officer in court,stating again your evidence means you will be getting off,and you will be claiming full expenses,so you wont lose financially,Now you have reversed the situation,They have to think,What evidence do you have,/ can they afford to take an enforcement officer off the street for a day/and can they afford to pay the expenses of a days work and costs,the answer is no,you will get a letter back stating on this occasion they are cancelling the pcn,but do not use this as a precendent in the future.So far this has worked for me in Islington,Hammersmith and Fulham,and Hounslow,its a lot of messing about but saves a hundred pounds

  3. I agree with the posts. You must appeal parking ticket. About 70% of parking tickets are legally invalid. Taking an appeal as far as the tribunal is another way councils do not like usually leading in a no show at the tribunal or a "no contest to the appeal" being issued by the council.

    I suspect it's all mainly revenue driven. Most councils have targets but politically spun in such a way as to indicate they do not have parking ticket targets. Funny how mosty traffic wardens have them isn't it? I know of one firm who give overtime and bank holidays to traffic wardens who give at least 8 parking tickets per shift.

    What is the world coming to are we to be treated like criminals or like citizens?

    The advice I give to anyone is always appeal whether you do it yourself or do not have time and let a parking appeal company do it for you. Just don't let them have your hard earned money.

  4. its good to see the cabbies coming round to the bikers frame of mind , www.notobikeparking.com have been fighting wcc for nearly two years ,not only for the charge itself but also the corruption and double dealing in this banana republic of a council . as most of you know we stage demos every wednesday at Trafalgar square and although we get many supporting cabs we also get a fair share of abuse from them , although we are thick skinned it seems to me that we need to present a united front against this greedy council , after all divide and rule has been the downfall of many a righteous cause

    A few of us at the NoToBikeParkingTax campaign have formed a group which is dedicated to ensuring that Wastemonster and their enforcers NSL Services, are not allowed to issue tickets illegally.

    For the last couple of weeks we have been finding and following cctv smartcars to see where they plot up to maximise income. We have been thwarted in our efforts to assist these fine folks in doing their jobs, because every time we locate one it moves off before we can take any videos of them fleecing the public, and continues moving around until it either loses us or they call the cops on us.

    So what I was thinking was that with a little help from you guys (cabbies) we could find out where the camera cars and vans are more likely to be so that we can locate them quicker with a view to offering them some free assistance.
